The Inter District Competition
The Rules and Conditions of Play for the Inter District Pennant Competition between the Gold Coast District Golf Association and the Brisbane District Golf Association.

It is a condition of entry for the Inter-District Competition, that all players, caddies and club officials agree to, and abide by, the “The Rules and Conditions of Play of the Inter-District Pennant Competition” and the “The Brisbane District Golf Association and Gold Coast District Golf Association Code of Conduct Document”.
DISTRICT RESPONSIBILITIES:
The Competition shall be played annually, at the time and date , and on a course allocated, and agreed upon, by both The B.D.G.A. and The G.C.D.G.A. Committees.
The Host Districts shall alternate venues.
- The Host District is responsible for the selection and presentation of a golf course of the required standard to stage such a competition as the Inter-District Pennant Competition. The selected course must be within the host district, central to both districts and readily accessible.
Where a Host District has selected a club with more than 18 holes, the 18 holes for play must be nominated prior to the competition. Should a temporary alteration be necessary, the opposing district must be notified not less than 48 hours prior to the commencement of play.
- The Host District is responsible for administering the competition, welcoming the visiting district teams, providing cards, copies of local rules and pin positions.
3. The Host District is to provide The Match Committee of the Day and also provide sufficient referees to allow ease of access to such personnel for all players at all times.
It is the Match Committee’s responsibility to supervise the pace of play.
In the event of poor climatic conditions, the Match Committee of the Day should consider all options in and endeavour to complete the fixture as programmed so preventing abandonment.
If no play is possible, or the course becomes unplayable after play has commenced, and there is no possibility of completing play that day, the fixture shall be abandoned and the result shall be determined a tie.
The Match Committee of the Day shall be the final arbiter.
- The Host Association is to provide to players of the opposing districts’ teams the facility to practice on its host course during a suitable period on the Saturday afternoon prior to the competition at no cost to the visiting team/s. Practice will be on a team basis.
- The course costs for the competition are the responsibility of the host district. Each district is responsible for their own accommodation / team costs.
On the Saturday evening prior to the competition, a welcoming function with meal is to be organized by the host district at a suitable venue. Light breakfast facilities are to be provided on the Sunday morning.
On the completion of play a presentation function for players, caddies, officials and guests is to be arranged with the provision of light food and drinks. Catering should be kept simple, and inexpensive.
These catering costs are to be shared by the two districts. Incidental costs during the competition are the responsibility of each district.
ELIGIBILITY:
Male players only, who have the qualification of an “amateur” as required by Golf Australia, shall take part in this competition.
- Players competing must be either a financial full or ordinary member, Junior or Intermediate Member with full playing rights, a provisional member, or any other category with full playing rights, paying fees, awaiting to be granted full rights, of a club affiliated to the district they represent.
- Players who are country, interstate or absentee members are not eligible.
- The player’s affiliated club is the club nominated by the player for his resident GA handicap. The district of a player’s affiliated club will determine the player’s district selection.
- State players are eligible for selection.
TEAMS:
For the Inter-District Pennant Competition there shall be Junior, Colts, Masters/Seniors and Open Grade teams. Each team shall consist of 5 players.
GRADES:
JUNIOR Eligible players, who have not attained the age of eighteen [18] years as of the day of competition. Junior players are not eligible to play in any other grade. Caddies are not permitted in the Junior grade.
COLTS Eligible players who have attained the age of eighteen [18] years and have not attained the age of twenty-four [24] years, as of the day of the competition.
MASTERS Eligible players who have attained the age of fifty [50] years as of the day of the competition.
OPEN Eligible players who are at least 24 years old , but not yet 50 years old, although no more than 2 players in an Open team may be eligible Colts or Masters/Seniors.
CONDITIONS OF PLAY:
1. The format will be the Team Aggregate Points, of individual Match Play matches, played over one day.
The competition will be played in four grades, (Junior, Colts, Seniors/Masters and Open) using the best available players. The draw will consist of matches in two’s, in grades, with two grades commencing in sequence from front and back nine tees.
Should a player be forced to withdraw, he can be replaced prior to his allotted tee time. The opposing district is to be notified.
A player must start at the time allocated. [Rule 6-3] In no case shall an individual play outside the block time allocated for the competition.
2. The competition shall be played under the Rules of Golf [R & A] and the Local Rules of the host club. It is obligatory for all players in all grades to play with a ball of a minimum size of 1.68”, and of a brand which is named in the current R & A and / or USGA approved lists.
In accordance with the note to Rule 8 of the Rules of Golf, each team may appoint one person who may give advice to members of each of their teams, in addition to the persons from whom advice may be asked under that Rule.
Such a person giving advice, must be the named Non-playing Captain/Manager.
3. In the interest of addressing “slow play”, play should be without delay and in accordance with “the pace of play guidelines” laid down by the committee of the host association.
Following an official warning and notification to the relevant Manager/Non-playing Captain from the Match Committee of the day, penalties for repeat offences may be invoked. [Rule 6-7]
4. To use a motorized buggy or the like, when competing in a Junior, Colts or Open Inter-District Pennant Competition, a player must submit a medical certificate to the Host District Committee for review. The certificate must be submitted for review and approval at least seven [7] days prior to the commencement date of the competition. The approval of certificates to validate the use of motorized buggies or the like, will be at the sole discretion of the Host District Committee. The opposing district is to be notified immediately of such approval. Non compliance will result in disqualification.
The use of a motorized buggy or the like, is permissible without a medical certificate, by any caddie in any grade, and any player when competing in the Masters grade competition.
5. The Code of Conduct By-Laws state “consumption of alcohol during the course of a stipulated round of competition” is an offence. Whilst purchase of alcohol at or on the golf course might be permitted, consumption of alcohol is prohibited while playing a stipulated round in the Inter-District Pennant Competition.
Violation of this condition of play may result in disqualification.
6. *Players, caddies and or club officials are advised that the use or ringing of mobile phones are restricted to carpark and club house only at each club/venue unless a medical emergency arises. [All phones must be turned off or placed on silent mode during any competition round]. Penalty: any further offences during the same game could result in the player being disqualified.
7. *Players are advised that under Rule [14-3] and App.IV of The Rules of Golf, artificial devices measuring distance only may be used in this competition.
SCORING and RESULTS
The competition will be the Team Aggregate Points attained from Individual Match Play matches.
1. The competition will be individual match play over 18 holes, played in two’s.
An individual match win over 18 holes will result in a score of [2] points and a square of [1] point. Teams in all four grades will be five [5] a side. In all four grades of the competition, the aggregate of points attained from the results of the five [5] match play matches of each team will count for a Team Score. Each match will be of no more than 18 holes.
The greatest Team Score will be the winning score in each grade.
The winner in each grade of the Inter-District Competition will be awarded a shield to be held by the winning district team until completion of the subsequent competition.
2. *A Champion District Competition between the G.C.D.G.A. and the B.D.G.A. will be played in conjunction with the ongoing established Inter-District Grade Competitions.
The winner of this competition will be the District with the highest Total Aggregate Points Score attained from the results of all the individual match-play matches of the four [4] competing teams, the Junior, Colts, Seniors/Masters and Open grade teams, as calculated in [1.] above.
The winner will be declared The Champion District.
DETERMINATION of TIES
1. Players must not continue to play once their individual match has been completed.
2. All matches must cease by the 18th hole played.
3. In the event of a tie in any grade following the completion of the five [5] individual matches the shield will be retained by the District holding that shield from the previous year.
DRESS REGULATIONS
All players must respect and comply with Host District/Clubs’ dress regulations noting clothing and footwear. The host district must notify the other district of the relevant club’s dress regulations well prior to the competition date.
NB: Metal spikes are not permitted.
AMENDMENTS and INTERPRETATIONS
By appropriate notification and consultation, the B.D.G.A. and the G.C.D.G.A. Committee have the right at any time to alter, to add to, or to substitute, any or all of the foregoing rules and conditions of play. They, conjointly and in consultation, have the authority for the interpretation of these rules and conditions of play, having full power to deal with any relevant matter not provided for herein.
